The NSW Government has released the Cherrybrook Precinct Rezoning Proposal, a plan that if approved, would dramatically increase housing density and building heights around Cherrybrook Station.
The precinct spans West Pennant Hills in The Hills Shire and Cherrybrook in Hornsby Shire, centred on the station. It replaces the 2022 Cherrybrook Place Strategy, which proposed 3,200 new homes and buildings up to five storeys.
The new rezoning proposal outlines a far more ambitious plan: up to 9,350 dwellings and buildings reaching 28 storeys. It features a mixed-use town centre and six connected neighbourhoods. The proposal also includes affordable housing requirements, 5% of all residential floorspace to be retained as affordable housing permanently, plus 10% of town centre residential floorspace dedicated to affordable housing for 15 years.
Several public benefits are included, such as new pocket parks, a community facility and upgrades to key intersections. However, the plan does not provide for a new school, sporting fields, or any widening of Castle Hill Road or New Line Road. These omissions raise significant concern, as they are critical to supporting the level of density proposed. There are also worries about the impact such large-scale development could have on the area’s established, family-friendly character and valued open spaces.
Public exhibition of the proposal closed on 5 December. The Department of Planning will now review community submissions and prepare a report for the Minister for Planning and Public Spaces, who will make the final determination.
